Bappenas, TNP2K, InDEC and PRSF Facilitate National M&E Conference

“We need laws and regulations to support development targets,” Dr. Ir. Edi Effendi Tedjakusuma, MA, the Deputy of Development Performance Evaluation (Deputi Bidang Evaluasi Kinerja Pembangunan) said in the keynote speech at the “National Conference on Monitoring and Evaluation (M&E)”. The event, which was facilitated by Bappenas, TNP2K, InDEC and PRSF, was held at Bappenas in Jakarta on 28 August 2014.

Tedjakusuma added that regulations help give guidance to ministries and agencies, and provide consistency in M&E indicators. He also spoke in support of the importance of government regulation Number 39/2006 on national M&E systems as well as in favour of implementing M&E, which he said should be conducted “continuously and at all stages”.

The conference was part of three days of events, the first of which consisted of pre-conference workshops held earlier on 15 August 2014 at TNP2K’s office in Jakarta.

Before the official start of today’s conference, parallel workshops were conducted and overseen by InDEC Chairman and M&E Specialist UNWFP B. Dwiagus Stepantoro, MSc and Dee Jupp, Effective Development Group. Jupp gave an introduction to the “Reality Check Approach”, a qualitative study methodology that replies on deep interaction with families and households, and spoke of her experiences implementing its methodologies in the field.

The sessions that followed explored different forms of M&E methodologies, including “Mixed Methods” and “Impact Evaluation”.

As Umi Hanik, a member of InDEC and PRSF, noted: “There are many different evaluation approaches and methodologies … data collection remains a challenge, as it depends on the evaluation system.”

This argument was supported by the World Bank’s Caroline Sage: “There is no set standard. It just depends on what you want to do and achieve.”

Speakers shared their experiences in the field and developing research tools, including TNP2K’s Wahyono Kuntohadi, who described his current work on the iMIS dashboard to streamline data on social assistance programmes, including PKH, PNPM, Raskin, Jamkesmas and BSM.

Around 100 participants attended the event including from Bappenas, the World Bank, Results in Health, Unicef, TNP2K, PRSF, InDEC and Plan International.
