The National Team of the Acceleration of Poverty Reduction (TNP2K) facilitated training on Management Information Systems (MIS) and Complaint Management System (SPP) for Raskin in three trial regions: Batam, Riau Islands Province; Surabaya, East Java Province; and Tabanan, Bali Province between 13 December 2014 and 29 January 2015.
Training was conducted over three days in each region to introduce participants to the MIS and SPP for Raskin and equip them with the necessary capacity to be able to operate the systems. As many as 24 trainees took part in each region, including managers and administrators from the three main regional working units (SKPDs) linked with Raskin, as well as regional representatives from Perum BULOG. The development of MIS and SPP for Raskin is one of many ways that the TNP2K Secretariat has demonstrated its support for the Central Raskin Coordinating Team.
This activity formed part of the Action Plan for the Central Raskin Coordinating Team for the Improvement of Raskin, as recommended by the Commission based on studies submitted to the coordinating team in April 2014. For the SPP, TNP2K provided technical support to the Directorate of UEM, DG PMD and the Ministry of Internal Affairs, which coordinates the complaints and grievances for the Raskin programme. Meanwhile, MIS development was coordinated by Coordinating Ministry for Human Development and Culture, as the Secretariat of the Central Raskin Coordinating Team.
Through the development of MIS, the Raskin Coordination Team Raskin (as manager of the programme) at various levels (i.e. central, provincial, district/city and when implementing distribution) as well as the general public can access information related to Raskin. Second trials of the systems will run from January to March 2015.
During the opening speech in Batam, Drs. Aferi S. Fudayl, M.Sc., the Director of Community Business Economics (UEM) in the Directorate General of PMD at the Ministry of Internal Affairs, expressed hopes that the training sessions would mean that Raskin complaints units would run optimally, and that the distribution and transparency of complaint information – both horizontal and vertical – would be more effective. For that, Fudayl added, programmes must be integrated with all stakeholders so that the information relating to the Raskin programme can be accessed easily.
“Through this programme, all complaints in different channels can be integrated so that complaints can be settled in stages. To succeed, it requires the commitment of local governments to participate in this mechanism, which was built so that people can better understand Raskin and how to make a complaint. Furthermore, complainants can follow-up on its complaint via the internet or SMS," he said.
Deputy Minister of Social Protection and Public Housing at the Coordinating Ministry for Human Development and Culture and Chairman of the Central Raskin Coordinating Team, Dr. Chazali H. Situmorang, Apt., M.Sc., in his speech at the launch of training in Batam and Bali noted that the success of the systems will be determined by the commitment and support of regional readiness tests, especially at the district/city level.
During the trial period, complaints in the third test areas could be submitted online (www.raskin.web.id/pengaduan) or via SMS (0856-9400-4444), using the format: R # province # district / sub-district # city # village # content. In addition, the SPP also accommodated any concerns raised by villages, districts and regional working units in provincial and district/city-level trial areas.
Furthermore, from February until early March 2015, the teams that received technical support from TNP2K, along with local representatives from Raskin Distribution Centres, will conduct monitoring and guidance in the field to working unit managers and administrators in the three areas that took part in the MIS and SPP for Raskin training. Both systems will then be evaluated at the end of March for future development planning.
